A bishop charged with the repeated rape of a nun over the course of two years was acquitted by a court in India’s Kerala state on Friday.
Bishop Franco Mulakkal of Jullundur was cleared of the charges against him Jan. 14 in Kottayam.
The judge in the case found that “the prosecution failed to prove all the charges against the accused.”
Lawyers for the nun say they will appeal to the high court.
Bishop Mulakkal, 57, has consistently denied the accusations, and claims he was falsely accused after he questioned alleged financial irregularities at the accuser’s convent.
The bishop was arrested in September 2018 amid protests calling for a police investigation of the allegation. He was subsequently released on bail. The bishop was charged in April 2019 with rape, unnatural sex, wrongful confinement, and criminal intimidation.
He was temporarily removed from the administration of his diocese shortly before his arrest.
The bishop’s charges stemmed from a member of the Missionaries of Jesus who has said he raped her during his May 2014 visit to her convent in Kuravilangad, in Kerala. In a 72-page complaint to police, filed in June 2018, she alleged that the bishop sexually abused her more than a dozen times over two years.
The Missionaries of Jesus is based in the Jullundur diocese, and Bishop Mulakkal is its patron.
The bishop has also claimed the allegations were made in retaliation against him because he has acted against the nun’s sexual misconduct. He said the nun was alleged to be having an affair with her cousin’s husband.
A witness in the case against the bishop, who is also a member of the Missionaries of Jesus, told investigators Sept. 9, 2018 that from 2015 to 2017 she participated in sexual video chats with the bishop, having been pressured by him, and that he groped and kissed her April 30, 2017, at a convent in Kannur.
This second alleged victim did not wish to press charges, but there have been calls for police in Kerala to bring a suo motu case against Bishop Mulakkal.
The bishop asked in several venues that the charges be dismissed before trial, but in July 2020 the Kerala High Court found there was enough evidence to proceed.

The U.S. bishops next week will deliberate and vote on whether to draft a teaching document on the Eucharist – despite the recent request of some bishops to delay such a discussion.
At the bishops’ virtual spring meeting scheduled for June 16-18, one agenda item that has received scrutiny is consideration of “Eucharistic consistency.” The agenda item is a “proposal to draft a formal statement” on “the meaning of the Eucharist in the life of the Church.” The proposal comes from the bishops’ doctrine committee.
In a May 22 memo to the U.S. bishops, the president of the conference – Archbishop Jose Gomez of Los Angeles – explained that the proposal for such a document came from the doctrine committee. The committee followed the administrative procedures for securing an agenda item on the matter, he said.
Further, the proposed outline of the document “reflects recent guidance from the Holy See,” Archbishop Gomez said, referring to a May 7 letter from the prefect of the Vatican Congregation for the Doctrine of the Faith, Cardinal Luis Ladaria, to Gomez and, by extension, the U.S. bishops.
Gomez added that “the focus of this proposed teaching document is on how best to help people to understand the beauty and mystery of the Eucharist as the center of their Christian lives.”
The conference will not be voting on any final text of a document, but simply on whether to begin drafting a document, he said. If the bishops approve the motion, they will still have the opportunity to deliberate and amend the document when presented in final form at a future meeting.
In its proposal, the bishops’ doctrine committee explained the two-fold need for a teaching document on the Eucharist.
First, the bishops’ three-year strategic plan – approved in November 2020 – has a Eucharistic title, “Created Anew by the Body and Blood of Christ, Source of Our Healing and Hope.” Second, a special working group of the bishops – convened in the aftermath of Joe Biden’s election to the presidency – recommended a teaching document on “Eucharistic consistency.”
That term has its roots in the 2007 closing document of the Aparecida conference of Latin American and Caribbean bishops – a document which then-Cardinal Jorge Mario Bergoglio had a hand in developing. Used in the document, the term refers to the need for Catholic leaders and legislators to defend life and the family against grave evils such as abortion and euthanasia.
Making specific reference to “legislators, heads of government, and health professionals,” the document states, “We must adhere to ‘eucharistic coherence,’ that is, be conscious that they cannot receive holy communion and at the same time act with deeds or words against the commandments, particularly when abortion, euthanasia, and other grave crimes against life and family are encouraged.”
Although individual U.S. bishops have talked about the matter of Communion for pro-abortion politicians in recent months – given that President Biden is Catholic and supports taxpayer-funded abortion – the bishops’ Eucharistic document would be “addressed to all Catholics.”
“In light of recent surveys, it is clear that there is a lack of understanding among many Catholics about the nature and meaning of the Eucharist,” the doctrine committee’s proposal stated.
In 2019, a Pew Research report found that fewer than one-third of Catholics (31%) surveyed believed in the Real Presence, and more than two-thirds (69%) believed the Eucharist to be merely a symbol. Several bishops at the time, citing the survey, emphasized the need for catechesis on the Eucharist.
A proposed outline of the Eucharistic document reveals a comprehensive catechesis on the Eucharist, covering both the sacrament itself and how Catholics must live in accord with the Commandments in their daily lives.
The outline covers teachings such as the “Real Presence” of Christ in the Eucharist, a “recovery of understanding the Eucharist as sacrifice,” “the importance of Sunday as a day of obligation,” the need for beautiful liturgies, Catholics living as a “Eucharistic people” in daily life, the Eucharist as a “call to conversion,” and the importance of practicing the works of mercy.
The third part of the document also includes a section on “Eucharistic consistency,” and “the nature of eucharistic communion and the problem of serious sin.” It cites the teaching of St. Paul in the First Epistle to the Corinthians, “A person should examine himself, and so eat the bread and drink the cup. For anyone who eats and drinks without discerning the body, eats and drinks judgment on himself.”
Some bishops had recently moved to delay the discussion on the Eucharist, citing a Vatican letter to argue against a virtual discussion of such a serious topic.
Archbishop Gomez had written to the Vatican in March, informing them of the plans for the spring meeting. On May 7, Cardinal Ladaria responded to Gomez, addressing the topic of Communion for public officials who support permissive legislation on grave evils such as abortion.
If the bishops were to issue any “national policy” on Communion in these situations, he said, they would first need “serene” dialogue among themselves to ensure unity on Church teaching. Then individual bishops should dialogue with the Catholic politicians in their jurisdictions, to better understand their positions and their “comprehension of Catholic teaching.”
Only after that, he said, should the bishops discern how best to move forward on the matter. Any action they take should ensure consensus, respect the authority of individual bishops in their own dioceses, be framed within the broader context of general worthiness to receive Communion among all Catholics, and must not appear to list abortion or euthanasia as the only grave moral issues, he said.
After the Vatican sent its letter to the bishops, Cardinal Blasé Cupich of Chicago led a letter by some bishops to Gomez, asking that the planned discussion on the Eucharist be delayed. The gravity of the issue necessitated an in-person discourse, Cupich argued, and should first be addressed by provinces or regional groups of bishops before the entire conference deliberated on it.
Gomez, in his May 22 memo, said that the discussion will take place as planned at next week’s meeting. Such a motion is in line with the administrative procedures of the conference and the requests in Cardinal Ladaria’s letter, he said.

Los Angeles is one of the most expensive cities in the United States, with an average home price almost touching a million dollars in 2024 — a landscape that crowds out not only the poor, but also young families with children. The high cost of housing is one of the primary reasons why tens of thousands of people live on the streets of LA, and most of those who are housed are “rent burdened,” which means they spend more than 30% of their income just keeping a roof over their heads.
In the face of such challenges, the Archdiocese of Los Angeles recently announced it will provide land for a new housing development dedicated to serving community college students and young people exiting the foster care system.
Amy Anderson, executive director of Our Lady Queen of Angels Housing alliance and a former chief of housing for the City of Los Angeles, told EWTN News that a group of Catholic lay leaders from the business and philanthropic community reached out to the archdiocese with a vision for creating an independent, nonprofit affordable housing development organization.
“Our vision is to really collaborate with the archdiocese and [use] the resources potentially available from the archdiocese to create homes that are affordable to a wide range of populations and incomes,” Anderson told “EWTN News Nightly” anchor Tracy Sabol.
She said they hope to break ground on the project, known as the Willowbrook development, “about a year from now.”
“The archdiocese is a fantastic partner. They are providing the land for our first development, which is already in process, and we’re working really closely with them to identify additional opportunities.”
The proposed building, which will be located steps from Los Angeles Community College, will feature 74 affordable housing units, as well as “on-site supportive services” for young people transitioning out of foster care — a population that often ends up experiencing homelessness.
The land, located at 4665 Willow Brook Ave just a few miles from the Hollywood Sign, currently hosts a Catholic Charities building, which will move its operations to another site to make way for the apartments.
“Through Catholic Charities and our ministries on Skid Row [an LA street where many unhoused people live] and elsewhere, we have been working for many years to provide shelter and services for our homeless brothers and sisters,” Archbishop Jose Gomez said in a statement to LAist.
“With this new initiative we see exciting possibilities to make more affordable housing available, especially for families and young people.”
Making land work for mission
The Catholic Church is often cited as the largest non-governmental owner of land in the entire world, with an estimated 177 million acres owned by Catholic entities.
Maddy Johnson, program manager for the Church Properties Initiative at the University of Notre Dame’s Fitzgerald Institute for Real Estate (FIRE), noted that the Church as a large landowner is not a new phenomenon, but there is a need today to adapt to modern challenges like regulations, zoning, and the importance of caring for the natural environment.
Many Catholic dioceses and religious orders have properties in their possession that aren’t fulfilling their original purpose, including disused natural land and parking lots, as well as shuttered convents and schools. Sometimes, Johnson said, a diocese or religious order doesn’t even realize the full extent of what they own.
“How can the Church make good strategic decisions, strategic and mission-aligned decisions, if it doesn’t know what properties it’s responsible for?” she said.

Since real estate management is not the Church’s core competency, FIRE aims to “provide a space for peer learning” to educate and equip Church leaders to make better use of their properties in service of the Church’s mission.
To this end, they offer an undergraduate minor at Notre Dame that aims to teach students how to help the Church make strategic real estate decisions that align with the Church’s mission. The Institute also organizes a quarterly networking call with diocesan real estate directors, as well as an annual conference to allow Catholic leaders to convene, share best practices, and learn from each other.

In many cases, Catholic entities that have worked with FIRE have been able to repurpose properties in a way that not only provides income for the church, but also fills a need in the community.
Johnson said the Church is called to respond to the modern problems society faces — one of which is a lack of housing options, especially for the poor.
“Throughout its history, there have been so many different iterations of how the Church expresses its mission…through education, healthcare — those are the ones that we’ve gotten really used to,” Johnson said.
“In our day and age, could it be the need for affordable housing?…that’s a charitable human need in the area that’s not being met.”
Unlocking potential in California
Queen of Angels Housing’s first development, which has been in the works for several years, is being made possible now by a newly-passed state law in California that aims to make it easier for churches to repurpose their land into housing.
California’s SB 4, the Affordable Housing on Faith Lands Act, was signed into law in October 2023. It streamlines some of the trickiest parts of the process of turning church-owned land into housing — the parts most people don’t really think about. These can include permitting and zoning restrictions, which restrict the types of buildings that can be built in a given area and can be difficult and time-consuming to overcome. SB 4 even includes a provision allowing for denser housing on church-owned property than the zoning ordinances would normally allow.
Yes in God’s Backyard
The law coming to fruition in California is part of a larger movement informally dubbed “Yes in God’s Backyard,” or YIGBY — a riff on the term “Not in My Backyard” (NIMBY), a phenomenon whereby neighbors take issue with and oppose new developments.
Several Catholic real estate professionals with ties to California expressed excitement about the possibilities that SB 4 has created in the Golden State.
Steve Cameron, a Catholic real estate developer in Orange County, told CNA that he is currently working with the Diocese of Orange, which abuts the LA archdiocese, to inventory properties that could be repurposed for residential use.
He said their focus is on building apartment buildings and townhomes, primarily for rental rather than for sale, in an attempt to address the severe housing shortage and high costs in Southern California.
Unlike some dioceses, the Orange diocese has an electronic GIS (geographic information system) database showing all the properties it owns. Prepared by a civil engineering firm, the database includes details such as parcel numbers, acreage, title information, and demographic reports, which facilitate the planning and development process.
“Strategically, what we’re doing is we’re inventorying all of the property that the diocese and the parishes own, and trying to understand where there might be underutilized property that would make sense to develop some residential use,” Cameron said.
Cameron said he can’t yet share details about the housing projects they’re working on, but said they are looking to the Archdiocese of Los Angeles and the Queen of Angels housing project as a model for how to take advantage of the new incentives created by SB 4.
“I think it’s great, and it’s exciting that they’re taking the lead and that they are able to find an opportunistic way to repurpose an underutilized property to meet the housing shortage in California,” he said.
“[We] look at them as a role model for what we’re trying to accomplish here in the Diocese of Orange.”

John Meyer, a former president of the California-based Napa Institute who now works in real estate with J2 Development, emphasized the importance of viewing the Church’s vast real estate holdings as an asset rather than a liability.
Meyer said he is currently working with two Catholic entities on the East Coast on ground lease projects, one of which will fund the construction of a new Catholic Student Center at a university. He told CNA he often advises Catholic entities to lease the land they own rather than selling it, allowing the church to maintain ownership of the property while generating income.
Naturally, he noted, any real estate project the Church undertakes ought to align with the Church’s mission of spreading the Gospel, and not merely be a means of making money.
“Any time we look at the Church’s real estate decisions, it’s got to be intertwined with mission and values,” he said.
“We’re not just developing for the sake of developing. What we want to do is we want to create value for the Church, and we also want to create value for the community. So working closely with the municipality to make sure that needs are met, and to be a good neighbor, is important.”
He said Church leaders should strongly consider taking advantage of incentives in various states such as California for projects like affordable housing, which align with the Church’s mission and provide both social and financial benefits.
“Priests and bishops aren’t ordained to do these things, and sometimes they have people in their diocese that have these abilities, and sometimes they don’t,” Meyer said.
“This [new law] in California has created an incentive that we can take advantage of, so we need to take advantage of that incentive…it’s allowing us to unlock potential value in land while at the same time serving a social good that’s part of the mission of the Church.”

After over a week of intense backlash, Boston Children’s Hospital removed language from their website that said the hospital’s youth gender program offered irreversible, sterilizing genital surgeries for patients as young as 17.
Until August 12, the hospital stated that to qualify for a vaginoplasty, patients must be “at least 17 years old.”
But after the hospital’s own videos describing these gender procedures went viral on social media, Boston Children’s removed the reference to 17-year-olds and updated their website to say patients must be 18 years of age to qualify.
The hospital also removed its entire playlist of videos featuring Boston surgeons describing the procedures on YouTube.
In one of these videos, a hospital social worker confirmed that genital surgeries at the hospital “are started at age 17 for very few…for where it’s really appropriate.”

Hospital “trying to cover up” surgeries on minors
Chris Elston, widely known as “Billboard Chris,” is one activist and father of two who helped highlight Boston Children’s gender program on Twitter in the first place.
Elston, who travels across North America taking a stand against transgender ideology and how it harms children, told CNA Friday that the website reversal proves the hospital is “trying to cover up that they performed genital surgeries on minors.”
“Why are they hiding their videos, changing their website, and lying to the media?” he asked.
Elston noted Boston Children’s adherence to the World Professional Association for Transgender Health (WPATH) guidelines on gender surgeries for children, which the hospital admits on its website.
“The new WPATH Standards of Care call for womb removal and castration of 17-year-olds,” Elston said, pointing to the association’s updates on how early sex-change surgeries can be performed on minors.
WPATH’s new guidelines state that hospitals can begin offering “most genital surgeries starting at age 17, including womb and testicle removal.”
Hospital and media “condemn attacks” on gender program
On Aug. 16, Boston Children’s issued a public statement denying that the gender program provides genital surgeries for 17-year-olds and condemned the backlash the hospital has received since the videos went viral.
Citing “hostile” threats based on “misinformation,” the hospital wrote, “We condemn these attacks in the strongest possible terms, and we reject the false narrative upon which they have been based.”
President and CEO of the hospital, Kevin Churchwell, sent an email to the entire hospital staff on Friday referring to the outcry as “false claims” and “hateful commentary.”
Massachusetts Attorney General Rachael S. Rollins issued a press release Aug. 17 saying her administration was investigating “alleged threats” made to the hospital’s gender program, classifying them as “hate crimes.”
“I will not sit idly by and allow hate-based criminal activity to continue in our District,” Rollins said.
Boston Children’s Hospital did not respond to CNA’s request for comment at the time of publishing.
